Currently our plan only allows distributions to terminated employees, so if we allow for distributions in the event of a default are we opening the door to hardship withdrawls etc.?

My company is considering offering 401k loans, our plan currently offers no loans. My question is: If a non terminating employee defaults on a 401K loan, and
the defaulted amount is converted to a distribution, how is that written into the plan?
